So far I have found nothing that precudes volunteers from entering a persons home to deliver library materials or requiring backround checks (although the library may want to do this). I found the Volunteer Protection Act of 1997, but have been unable to locate any State law that Ohio may have requiring limitations of volunteers. Volunteers delivering books would have to have a valid driver's license and proof of insurance of course.
