Title: Admin Leader ESOL, Literacy, Collaborations

Principal Duties: PURPOSE OF JOB: This position is responsible for administration of ESOL and Literacy services and coordinating CML’s strategic collaborations by providing vision and coordinating the implementation of that vision throughout the system. Serves as the system’s voice in the field of ESOL and Literacy services. ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Provides a vision for meeting the needs of ESOL and low/beginning literacy customers. Develops and implements strategy. Aligns objectives with strategic plan and annual tactical plan and ensures their completion. 2. Works with strategic ESOL and literacy agencies throughout Franklin County to promote our services and establish partnerships that enable CML to achieve our vision. 3. Member of public services executive leadership team. Works closely with other administrative leaders to integrate all ideas into clear vision for service enhancement. 4. Provides leadership, development and supervision of selected managers throughout the department. Sets individual performance measurements for location managers and holds them accountable. Responsibilities include coaching, managing, selecting, orienting and evaluating. Assists with problem solving. 5. Coordinates implementation of ESOL and literacy services throughout public services department and insures that staff is well trained on how to meet the needs of these customers and to integrate basic principles into their work. Determines goals and success measurements and reports results to Board and community. 6. Serves as the library’s liaison to ESOL and literacy related community groups. 7. Serves as department’s liaison on strategic collaborations. 8. Attends state and national conferences to represent organization and to share and implement new ideas with CML staff. 9. As appropriate assists with recruiting and interviewing of system’s librarians. Takes lead in developing training programs and opportunities. Coaches and develops staff in the areas of collection development, programming, attitude, physical space, new services and special services for ESOL and beginning literacy customers. Conducts development meetings for staff. 10. Leads major strategic initiatives through project management. 11. Leads and participates in system wide task forces and committees, directs work groups, monitors assignments and their completion and works with all levels of staff, assuring alignment with strategic plan 12. Assists in the development of public service department metrics, performance measurement and goal setting. 13. Coordinates, initiates, and approves paperwork and documentation to assure proper fiscal and regulatory control. Responsible for committee/task force work. 14. Works with Materials Selection to establish a vision for our collections that support ESOL and literacy services and ensures that these collections are developed, maintained, and promoted to maximize usage. Also coordinates collection development and promotion associated with strategic collaborations. 15. Works with youth services to coordinate the summer reading camps and other specialized aspects of our summer program specifically targeted toward literacy and ESOL. 16. Utilizing computer applications and library equipment, maintains current knowledge of system wide and location specific procedures, processes, policies and operations. Utilizes e-mail and voicemail to maintain open channels of communication. 17. Performs additional duties as assigned.
Qualifications/
Requirements:
MLS degree from an ALA accredited institution of higher learning. 3-5 years progressively more responsible experience working with public services and ESOL/Literacy concerns. Demonstrated ability to develop training programs and train staff. Ability to establish and maintain system-wide collaborations with community agencies. Knowledge of grant writing. Ability to operate library technology systems in addition to personal computer, software programs (i.e. Microsoft office) and other job related equipment. Ability to attend system-wide meetings and events, provide personal transportation as needed.
